When they have millions of squads on the streets driving around, one couldn't have stopped or driven over to the shelter(s) once a day to see if the little guy had arrived at one? No one could spare a few seconds (disconnecting themselves from the internet and DVD's they watch in their patrol cars) to see if he arrived at a shelter? Clearly no one gave a crap about this poor guy who was there for one purpose - to back them up and serve them. Sad.
